Accountants would appreciate the ability to enter Journal Entry Description when booking journal entries.

Currently, the description is available on the line of the journal entry. I'd like to have it on the header to explain the purpose of the entry and not to do it on each line.

Can you elaborate on that? For a journal entry you have the Description field.
