Acknowledging the security vs convenience argument, It seems incongruous that as a delegated admin, you can delete companies, change all manner of config and setup, post entries, and grant permissions, but cannot use scheduled tasks for demos/setup/testing Workflows and Intercompany configuration...
If it is to prevent 'timebomb' security issues, could a scheduled task 'Horizon' be used instead of an outright block on using these areas. i.e. anything scheduled today can run, but anything after today cannot run?
