Please modify the TelemetryScope of the Telemetry in the API Webhook Notification framework in baseapp from TelemetryScope:ExtensionPublisher to TelemetryScope:All. (opening it up to also the partners telemetry account)

This involves codeunit 6153 and 6154.

This will make issues with telemetry much easier to solve. Its very useful telemetry.

I don't see any risk here to not do it.
