If the budget control is enabled and use HKD as base,

1. PO is confirmed in FEB, 2024 with MYR 120,000 (MYR to HKD = 1.6) Budget is HKD 192,000

2. User had settled the invoice partially iwith MYR=10,000 starting in JUL, 2024 in monthly basis

JUL (MYR to HKD = 1.6)

AUG (MYR to HKD = 1.6)

SEPT (MYR to HKD = 1.6)

OCT (MYR to HKD = 1.8)

NOV (MYR to HKD = 1.8)

3. When user settle all remaining invoice amount in DEC (MYR to HKD = 1.9), she finds that the budget is not enough to invoice due the budget amount was set on FEB.
