Ability to set a Effective Date for Compensation Structures

Fixed compensation levels and reference point set ups remain valid but mass updating a compensation structure (payscales) applies the change immediately. There is no way to specify an effective from and to date for the structure(s) and hold a before and after history of the payscales.
