Consumption of project items on product receipt with no item requirement
There exists current functionality for automatic consumption on product receipt if you use item requirement, and can then invoice the customer before posting the vendor invoice.

Make Project Dropdown on Timesheet Valid for All Projects, Regardless of Legal Entity
