Currently it is possible to activate the allow unit conversion on trade agreement journal lines. On the discount this flag is missing. In lot of cases this unit conversion is needed for quantity discounts as well. A real life scenario from our customer is:

Product A is sold in bundles. Sales unit = bundle

The quantity discounts are based on m3. We have a unit conversion from bundle to m3 for each product. For prices it works but for discounts it is missing
