Make Guides Available for GCC-H Tenants and remove commercial Azure Cloud features from the GCC-H Version

There are some very compelling use cases for GCC-H deployments of MS Guides for DoD sub-contractors alongside Remote Assist, which is now GCC-H, Dynamics 365 Field Maintenance, PowerApps and PowerBI which are all GCC-H, OneDrive, which is now GCC-H, Teams and M365 which are all now also GCC-H. I believe that the Dynamics 365 Guides team is missing out on HUGE product placement potential that comes with providing such an easy to use MR work instruction solution.
