While customers are attempting to activate store commerce and fails in step 4 with an error unable to retrieve number sequence. The error does not indicate the issue which is CSU and Store commerce incompatibility. So, the idea is to mask the error and present a descriptive error stating that there is version incompatibility.
Agreed. Preferably a version check should happen at the very beginning of the process in order to avoid possible problems in all later steps of the activation.
