Add the ability to monitor flow runs in the CoE starter kit

The ability to monitor flows is not part of the CoE starter kit as per the following. https://docs.microsoft.com/en-us/power-platform/guidance/coe/limitations#monitoring-cloud-flow-runs Please consider adding this feature in future releases of the CoE starter kit.
