The Outlook Eligibility List is only populated if a user's role has the Dynamics 365 App for Outlook User enabled. It does not populate when the security group that a user belongs to has the Dynamics 365 App for Outlook User app enabled. The user's role should reflect this permission that is being set at the Teams level so this feature can be used productively.
Also the UI for this list only allows 4-5 users to be seen at a time. This is unuseable for 500+ users. Please expand the viewing capability of this list in the UI.
