notification pane will be open by default on UCI

on UCI, the notification pane is set closed by default. meaning, showing one notification that there are multiple warnings. In order to see all the notifications/warnings the users need to click on the pane to open it. Because by default is currently closed we are afraid that users will not see the notification because it is not intuitive on the WEB its open by default. Hence, we suggest setting the notification pane open by default or having an option to set it by ourselves. thank you
