Merge button on Duplicate detection panel should not be always available
with dynamics365-2021-release-wave-1-plan released, the merge button is added to the duplicate detection panel. However, I found that the button is always available even user doesn't have merge permission assigned on the security role / business management / merge

Duplicate detection parent check allow user to click OK to continue
The behavior of the ‘Enable Parent Check’ does not allow a user to bypass the check. When engaging with the ellipsis nothing occurs.
