Web hook service endpoint should be able to be used with Environment Variable for ALM instead of static value only.
Currently, when registering the web hook plugin, the web hook endpoint is hardcoded in the solution and can only be used as the static value. It is blocking user to perform bulk update when migrating the configuration to other environments via ALM.
