Add Job Queue Support for E-Document "Recreate Document" Action
Currently, when E-Documents (Peppol) encounter intermittent errors during sending, they remain in Error status and require manual use of the "Recreate Document" action.
This action is only available as a page-level UI button and cannot be triggered programmatically.
