Per the discussion at http://social.microsoft.com/Forums/en/crm/thread/31ace737-c5fd-4b94-982a-f5ca7b9eab68 it seems that the Do Not Allow Bulk Email flag is still being ignored in CRM 2011 when sending bulk email via campaigns and quick campaigns. This doesn't seem logical to us (or our customers)/
