Personalize or provide role based access to RI features

Currently, the RI features, Insights, Auto Data Capture, Email Engagement, RA are global settings. This creates unnecessary performance overheads for the users who are internal users that don't need to see the RI information. It is good to have the RI features are personalized or aligned to Security roles.
