If we assign one responsibility centre user can't see PO/PI's from other responsibility centres, if we assign no responsibility centre we can't restrict the user to sites he/she is responsible.

Responsibility centre should work like a security filter across the system. Responsibility centre should be available on ledger entries as well by that users can only see the transactions applicable to their responsibility centre.
