After logging a support case Microsoft told us that Member Count does not work for dynamic marketing lists by design. This is unfortunate and should be re-designed so that the last value of the dynamic list query is saved as the latest member count.

We wanted to use member count as a goal metric to track in Microsoft Viva Goals so it's unfortunate this data point is not available due to an intentional design limitation by the Dynamics Product Dev team.
