There should be check to allow it or block it depend of customer needs to edit booking hours.
Currently when assignment is canceled clear the booked hours but partial canceling keep difference between booked and assigned hour for resource.

In my eyes the behaviour of automatic reduction of hard booked hours when cancelling a hard assignment could really be a problem.
A good solution would be to ask the user with cancelling an assignment if the capacity should also be released. So the user could decide weather the hard booking will be reduced or not.
To presume that the project manager will always keep the already booked capacity of the ressource is not a good solution in my eyes.
In addition there should definitely be a possibility to edit the hard bookings and not only to cancel it for a selected time frame.
