A user created a new financial dimension in D365 and was in the process of activating the dimension when he cancelled his session. Upon reopening his session, as well as everyone else's session no new transactions could be created or posted as it was looking for the partially created financial dimension that wasn't activated, 

My suggestion is that if a financial dimension is not fully activated, that the database reverts back instead of locking up the system.
