The data entity for project scheduling will copy resources from another Legal Entity (LE). As part of this copy, it will create a record in the WrkCtrTable for the required resource. However, if that resource already exists the process fails as it tries to write it again and gets a duplicate key exception.
The expectation is that the process should recognize the record already exists and just link the project resource to that record.
