No item price is required for standard cost items for the transit site. The new dimension of consignment is handled differently, where a cost roll up must be in place for the transit site. This requires considerable additional periodic updates to the transit site whenever the shipping site has a new standard cost.

The idea is that consignment items should be handled in the same manner as all legacy standard cost items.
