When creating a new certificate it's not possible afterwards to change the type of the certificate which seems fair for regular employees e.g. a Manager uploading a signed contract from a new employee. But... they will more often make mistakes compared to the administrators from HR because they don't have the same knowledge about the certificate categories and the formalities of various documents. Mistakes like this will also happen more likely when you are working from different countries because language will no matter what be a barrier. Therefore it would seem like a good idea not to lock the the "certificate type" button for people like the administrators who already have a broader access than other employees. This will make it possible to fix these mistakes without having to download all files and copy the text and create at totally new certificate - just to change the a certificate type... It's not efficient and I cannot see why it's not unlocked in the first place.
