As soon as the records are been deleted from the CRM their should be an option available similar to the recycle bin so that if in-case a user or an administrator wants to get the deleted data back they can simply check it and get the data back. Also their are possibilities that the data is been deleted accidentally, so in that case a user or an administrator can retrieve the data back to the instance without any issues.
