System does not allow to generate picking list for SO of CW item if the inventory quantity is fewer than the SO even though the CW quantity remains the same

System does not allow to generate picking list for SO of CW item if the inventory quantity is fewer than the SO even though the CW quantity remains the same. However, if we proceed with manually pick process by selecting “pick” in the “update line” of SO line, system allows us to pick and generate packing slip without error as this process will not create an output order.

System should allow to pick even an output order is created.
