Sometime we shipped but it is not delivered since there is port and other paperwork so it would be such a great idea to have another status on Sales Order which should be called Shipped which means it is shipped but not delivered yet that people cannot do invoice on sales order which are not delivered yet

You could also extend the Status to say
Backorder - when sales order has incomplete lines
Shipped - when sales order is shipped but not invoiced
Cancelled - when the customer wishes to cancel the remaining quantities
ProductionPlanned - when some items are in planning
NotPlanned - when some items are not yet planned
