The new planning optimization for MRP does not consider the negative and positive days! The official statement of Microsoft is: "This works as designed. Planning optimization does not support negative days and we do not have plans to support the parameter in the current form and shape."
The planning optimization does not generate a planned pruchase order if there is already a purchase order within the lead time from the current date. Example:
Lead time is 10 days and there is a need for the 30th May. The planning optimization plans a purchase order, with the order date 20th May. It won't do that, when there is already a purchase order with a delivery date between the 20th and 30th.
The problem is, when the users have create a purchase order for the 5th of June. The reasons can be, that there are multiple goods on the purchase order which have different lead times. Maybe there is a problem in the production of the vendor and they change the date. With the old MRP it was possible to catch these cases with the negative and positive days and it is used by multiple customers of mine.
This should be implemented again

Delay tolerance (aks Negative days) is supported for Planning Optimization with version 10.0.21 (preview in 10.0.20). Delay tolerance is enabled via feature management: ‘Negative days for Planning Optimization’.
