Fixed Assets - Reporting on Projections made by another user

Currently, only the user who ran the Fixed Asset projections can run the summary and detail reports. The new projection data will not print in a report if the user running the report did not run the projection. Allow any user to run reports on Fixed Asset Projections run by another user.
