Monaco is currently not among the supported counties for Business Central SaaS.

We have a Silver Partner organization whose customers are currently using Business Central On-Premise, however would like to move to SaaS, but this seems to not be possible at this point.

According to the partner all legislations are the same as in France(which is supported) and they'd like to list Monaco among the supported countries as well.
