When creating a new work order via Asset Management > Work orders > All work orders -> NEW the Customer account field applies a filter to the assets shown in the Asset drop down below. When the Customer account is blank I would expect that all assets are visible in the drop down, as no specific customer is selected. Actually only those assets which are not assigned to a customer are shown.
