This idea is created by Tax Calculation service product team to understand the market requirements for Microsoft to build formulas (operators such as 'NOT', '*',) in tax group applicability tables to simplify the creation & maintenance of applicability rules.

I have a requirement to be able to determine a tax code based on sales order lines, if a sales order line is direct delivery and shipped from EU but not DE and delivered to EU but not DE then it should Triangular Trade.

 

I have no issue with creating the rule for is it Direct Delivery, but I would like if we can have rules in the country/region "not DE" or be able to have multiple countries for country/region which apply?

When using multiple Tax registrations, no country is supposed to be set to domestic. Thewrefore it is critical to be able to choose e.g. EU in the region, but exclude the country for the tax registration being set up. Furthermore, EU is not enough as a filter for finding VAT, since sou might have e.g. both customers who are tax registzrated and customers who are not. Therefore it is important to be able ti filter on e.g. Not empty !"", or to filter on all registrations (or VAT Id's) Not German (!DE*).
