This would apply to all assets - Marketing Emails, Forms, Pages, etc.

1. Allow an administrator to add questions that should be asked upon "Go Live" or "Error Checking"
2. Display those questions and require the End User to answer them.

For example, when a user clicks go live - they receive a pop up window that asks "Have you accounted for Marketing & Business Email Addresses in the To field?" and it has a Yes/No answer. If No is selected, the email cannot go live. If yes is selected, the email can go live.
