I would like to see an option added during the creation of a pay-as-you-go environment that allows administrators to enable or disable the "Use available tenant capacity" setting.

Currently, in pay-as-you-go environments, this setting can only be changed after the environment has been created. As a result, there is a risk that administrators may overlook this post-creation configuration step.

If the setting is not updated as intended, Dataverse capacity may be consumed from the tenant unexpectedly, which can impact both capacity management and cost management.

Allowing this setting to be configured during environment creation would enable administrators to apply their intended governance and operational policies from the outset, helping to prevent configuration oversights and support more effective Dataverse capacity management.

This enhancement would strengthen governance, reduce administrative overhead, and help prevent unintended Dataverse capacity consumption.
