Request a way to set this restriction as optional. There are many times users need to close an opportunity prior to the quote for numerous business reasons.

What needs to be considered as well that if this is possible, one can choose what state the remaining Quotes will have. Especially when closed as lost, all remaining quotes need to be set as lost. When won something like a main-quote needs to be set to won automatically
