When using the Engineering Change Request module, the only options for interacting with an ECR are "Approve" and "Cancel" (or "Reopen" if the ECR was set to approved)

We would like to add "Rejected" (or "Decline") to add more functionality to the ECR's.

It would also be very beneficial to add a selection for the reasons why it has been rejected.

Could this be added and also when rejecting an ECR to get the option to give a reason for rejection?
