In AX2012 it was Best Practice that for every Extended Datatype the HelpText was necessary and this was enforced with a Best pratice rule. This Help Text was inherited to fields in tables and to fields in forms. The Help Text was shown in status bar. With D365 this feature was more or less removed: "The HelpText property is no longer specified for table fields and data types, as it was in previous versions. Additionally, the inheritance of the HelpText property from data types and table fields to form controls is obsolete." (https://docs.microsoft.com/en-us/dynamics365/fin-ops-core/dev-itpro/user-interface/customize-field-help).
Currently it seems that it technically works as before but HelpText Properties are removed on Extended Datatypes. One popular example is ItemId which does not show any tooltip except Label in form "Released Products".
