Allow an option at task or project level that indicates who can register time on the project and/or task : only assigned members or everybody.

Hello Tim, We are investing in moving Time and Expense entries to a more native and customizable experience. This should allow you to make that setup possible. In the future we will also think of an OOB configuration experience to enable this. Thank you for the suggestion.
