customer blocks should not be all inclusive. if you block ship, you should be able to do everything but ship. quote, enter orders, but cannot print or post them. block invoice should allow all functions but invoicing and block all should prevent all functions. we still need to be able to enter quotes and orders when customers are on shipment hold. sometimes it may take weeks for them to submit payment and we cannot have a bunch of quotes/orders backed up waiting to be entered. they can easily be lost/overlooked that way.
