As part of ticket 2309080050000413 I reported the issue where the close quote button removes dirty changes on the form and sets all the fields with changes to submitMode = "never". This can cause really strange behavior if the user opens the close quote dialog and then closes the dialog without closing the quote. Now the modified fields on the form no longer track changes and this can be really confusing for end users.
