Locking Toolbar Doesn't Stay

Customizing the toolbar and choosing lock toolbar doesn't work - the toolbar "scrambles" itself randomly even when locked.

I have been reporting this since at least GP 2010. Sometimes in the middle of a Microsoft demo at Convergence, hehehe.
