We should be able to customize the Close Phone Call dialog to prevent Users from marking complete Phone Calls from, for example, the Opportunity Timeline, without filling in Business Required fields.

This is already possible on Close Opportunity dialog and others, it would be great if we can expand this customization to other entities.
