When doing a data refresh to e.g. Standard Acceptance Test -environment, the refresh fails unless the Admin -user locale is set to EN-US. Same failure occurs when doing a full build if the locale is not EN-US. The error message does not clarify the reason for failure at all.

Please fix the data refresh (and builds) to work with other Admin locales other than EN-US. At least a warning should be given to the user that the Admin locale is not set to EN-US before starting the operations. You could also consider changing the Admin user locale automatically to EN-US for the duration of the update process and change the locale back to original value after the update.
