Like in the sales quote it should be possible to create a purchase quote to a contact which is not connected to a vendor. It doesn’t make sense to create a vendor for every purchase quote, not knowing if you really will order. If the quote is changed into an order, there should be an automatic creation of the vendor as it is in sales for the customer.
