Updating and re-uploading a CSV file in order to update lists is cumbersome, and does not lend itself for quick whitelisting or blocking of logins, account creations, etc. Having the ability to quickly update a list via the UI/browser, for those with the correct role, would provide a quick way to update. Having to maintain an excel/CSV file where multiple people may be updating just doesn't work well.
