Right now if you have a GCC Dynamics instance and a GCC PowerApps subscription, you cannot embed a canvas app to a model driven app form, because it mistakenly uses the commercial PowerApps website for everything (like https://web.powerapps.com) instead of the GCC equivalent (https://gov.web.powerapps.us). The embedding feature does not work on GCC.
