If you have a setup where a plugin may prevent the creation of an activity by throwing the InvalidPluginExecutionException you cannot use the CampaignActivity or QuickCampaign functionality as the distribution of of of these crashes if one of the created activities is rejected by the plugin.
The CA/QC is left in a "processing" state and only the activities created before the rejected one are there.

As the result of a supportcase I was told that this is "By design" of CRM 4.0.
I have tried it out on CRM 2011 CTP 4 and the behavior is as CRM 4.0.

What I would like (and most certainly expected from 4.0 as well as 2011) is that the exceptions are caught, the "failing" contacts listed in the list of targets that did not have an activity created (both CA and QC has this facility and uses it when a contact has "Don not E-mail", "Do not phone" etc set) and processing to complete with all activities not generating an exception created.
