Dynamics 365CE has long had problems with a few "system-type" records ending up being owned by the user who just happened to be the person who provisioned the instance.  However dynamics 365 for Marketing appears to be especially bad in this regard with large numbers of Workflows and Actions (around 150) being owned by the provisioning user rather than a service or system account.
