It should be possible to tag a record with keywords. This makes reporting/analytics easier than parsing free text fields. The list of keywords should be centrally managed and a keyword should have an active/inactive state such that it can be prevented from future use. A multi select global option set does not work as the removing an item from the option set will also remove it from any records that have that option selected.
