There seems to be a problem related to the recent public availability of CDS 2.0 that has caused large numbers of previously unlicensed users to be added to all Dynamics 365 instances.  It's not clear exactly what has caused this but it seems to be something like this:

  • Users with a Flow licence now get (or perhaps already had) an entitlement to the Common Data Service

  • Now the Common Data Service for Apps is based on Dynamics 365 someone has decided that all those users should be added automatically to all Dynamics 365 instances in a tenant

This doesn't make any sense and completely clutters up the view of users in every Dynamics 365 instance in the tenant:

  1. Users are added to 8.2 instances (i.e. instances that don't even support CDS 2.0)

  2. Users are added to v9.0 instances that are not CDS 2.0 for Apps instances (instances that do not have a version showing in the D365 Admin Centre of "Common Data Service")
